The Hampton Roads Transportation Planning Organization (HRTPO), frequently referred to as the TPO is the Metropolitan Planning Organization (MPO) for the Hampton Roads area. As such, it is a federally mandated transportation policy board comprised of representatives from local, state, and federal governments, transit agencies, and other stakeholders and is responsible for transportation planning and programming for the Hampton Roads Metropolitan Planning Area (MPA). Any highway or transit project or program to be constructed or conducted within the MPA and to be paid for with federal funds must receive approval by the MPO before any federal funds can be expended. In addition, any highway or transit project deemed to be regionally-significant, regardless of the source(s) of funding, must receive MPO approval to proceed.
The Hampton Roads MPA includes the cities of Chesapeake, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach and Williamsburg and the counties of Isle of Wight, James City, and York and a portion of Gloucester County. The HRTPO Board includes voting and non-voting members. The voting members (22) include: 1 elected official from each member locality (13) 2 members of the Virginia Senate 2 members of the Virginia House of Delegates 1 representative from the Transportation District Commission of Hampton Roads 1 representative from the Williamsburg Area Transit Authority 1 representative from the Virginia Department of Transportation 1 representative from the Virginia Department of Rail and Public Transportation 1 representative from the Virginia Port Authority The non-voting members include: The chief administrative officer from each member locality 1 representative from the Federal Highway Administration 1 representative from the Federal Transit Administration 1 representative from the Federal Aviation Administration 1 representative from the Virginia Department of Aviation 1 representative from the Peninsula Airport Commission 1 representative from the Norfolk Airport Authority The Chair of the Citizen Transportation Advisory Committee The Chair of the Freight Transportation Advisory Committee In addition, liaisons representing the military participate on the HRTPO Board. MPOs have five core functions: 1. Establish and manage a fair and impartial setting for effective regional decision-making with regard to metropolitan transportation planning; 2. Evaluate transportation alternatives appropriate to the region in terms of its unique needs, issues, and realistically available options; 3. Develop and maintain a fiscally-constrained, Long-Range Transportation Plan (LRTP), having a planning horizon of at least 20 years, for the metropolitan planning area; 4. Develop and maintain a fiscally-constrained Transportation Improvement Program (TIP); and 5. Involve the public in the four functions listed above. Public Participation: The HRTPO Board has adopted a Public Participation Plan that documents the strategies and activities to be used by the HRTPO to inform and engage the public regarding the metropolitan transportation planning process. As part of the Public Participation Plan, the HRTPO Board has appointed members of the public to a newly established Citizen Transportation Advisory Committee (CTAC). Additional details are available at: www.hrtpo.org Long-Range Transportation Plan (LRTP) - In compliance with federal regulations, the HRTPO produces a long-range plan to ensure an efficient, intermodal transportation system for the future. Transportation Improvement Program (TIP) – The Transportation Improvement Program (TIP) is a priority list of capital improvement projects developed for the transportation system in Hampton Roads. Federally mandated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users for the 21st Century (SAFETEA-LU), the TIP includes specific, agreed-upon projects for the cities and counties throughout the region.
