Citizens Working Group Meeting Notes March 22, 2010 7 – 8:30 p.m., Building 19 In attendance were: 42 citizens – including Aubrey Layne from the Commonwealth Transportation Board 8 persons from HRCCE 8 persons from the City 1 Virginia Beach City Council member – Mr. Louis Jones About half of the attendees had received the information letter in advance. Jim Oliver did the “welcome,” Betsy McBride talked about the project and took questions and Todd Solomon talked about the Web site with viewing assistance provided by Kevin Fairley. Attendees divided into three smaller groups facilitated by Ken Wheeler, Roger Richman and Betsy McBride. Return Notes – turned in Suggestions for speakers from individual Return Notes: Wendell Cox – described as “international expert with substantial published works on the topic of transportation.” Smart Growth representative – qualified suggestion “as long as there is an equal level of expertise and time allocated to expertise from the other side of analysis spectrum.” Spectrum of futurists – “on a number of potential game changers to better understand the second and third ordered effects and risks of transportation choices and their interrelationships with other variables.” Fiscal capacity expertise – “David Walker and the current CBO Director as well as others to give their year-out look to have an understanding of fiscal capacity.” Comments from Return Notes “An intellectual challenge is developing the methodology by which the costs and benefits (explicit and implicit) are computed and allocated. Computed includes the sources and manner of revenue collection. Air travel – there is an airfield in Pungo. While ORF is in Norfolk, getting to it is a VB concern as is the Burton Station Strategic Growth Area’s proximity. Cars – rental and hourly Zip Cars Taxis and limos Traffic calming strategies, how to made neighborhood streets safer, publicize how to get a traffic signal/light. School rules against walking or biking. Carlos said his daughter was scolded for biking to school. (Carlos lives in Chesapeake) Rules/practices in VB? Bike racks? Accessible paths? Sidewalks Want a conversation about a walkable city Web site links to civic leagues and city agencies Sidewalks Link to demographic data and changes in elderly populations How to retrofit areas without sidewalks? Adding without eminent domain abuse Issues of cul de sac development effect on pedestrians, emergency vehicles, funneling traffic onto arteries. Modes Scooters, mopeds, horse/equestrian trails Sidewalks – want a conversation about schools and PE and bike access Want conversations about transportation and costs out-of-pocket environment history What will motivate change? How to link with rest of community How to keep neighborhood sustainable while having transportation needs met? Accessibility paramount for disabled How to get to the transportation? How to access it upon getting there? How to use – no sidewalks, becomes difficult Various equipment Pushed, have motor, self-pushed Buses Limits to handi-ride – hours, where live Whatever the mode, must be accessible to all users. Complete Streets Will “complete streets” work for Virginia Beach? Sidewalks How about sidewalk census? What neighborhoods do not have sidewalks? Does City have information about sidewalks? Culture – economic status for car ownership, can get in and go youth culture related to transportation sense of identity – not public transportation Can you walk from A to B? Can the culture of transportation change? Special Requests from Group Can we have large picture of Strategic Growth Areas for the working group to help with envisioning neighborhoods and connections throughout the City? Is it possible to find out which neighborhoods do not have sidewalks |
