 The Citizens Working Group will be the catalyst for organized community learning. It will be charged with working together and in small task teams to gather the transportation information needs of the Virginia Beach communities.
The Group is composed of citizens representing a wide range of views and demographics. Personnel from the City of Virginia Beach also participate to answer questions and provide feedback. Trained individuals from HRCCE help mediate the process.

Group 1
Topic #1 – Economic Development/Vitality
“Transportation choices must enhance economic development, i.e. more and higher paying jobs and a broader tax base.”
Supporters of this statement would say:
Income/wealth of individuals is what matters
Good transportation attracts relocating businesses
Economic vitality is the only way to get the money to keep up the roads
Transportation nodes attract entrepreneurs
Some jobs require employees to respond (get to site) quickly, e.g. Navy
may leave if roads get worse

Citizens Working Group Meeting Notes
April 26, 2010
6:30 – 8:00 p.m., Building 19
Following a brief introductory session, 21 citizens divided into two groups to identify issues by listing questions significant to understanding various topics related to transportation. The questions generated include questions of facts and some also reveal underlying values.
Each of two break-out groups was asked to start on “issue mapping” under assigned and different topics. Ken Wheeler facilitated one group and Betsy McBride, the other.

In attendance were:
42 citizens – including Aubrey Layne from the Commonwealth Transportation Board
8 persons from HRCCE
8 persons from the City
1 Virginia Beach City Council member – Mr. Louis Jones
About half of the attendees had received the information letter in advance.
Jim Oliver did the “welcome,” Betsy McBride talked about the project and took questions and Todd Solomon talked about the Web site with viewing assistance provided by Kevin Fairley.
Attendees divided into three smaller groups facilitated by Ken Wheeler, Roger Richman and Betsy McBride.
